Disaster Response

Disaster response is the action taken to prevent or reduce the risk of life, property, social and economic activities, and natural resources from natural hazards. A disaster is a sudden or natural occurrence that causes damage or loss of life (Ragini, et al, 2018). For example, biological disasters such as an outbreak of communicable diseases cause suffering, pain, and death to many people. The incidence of influenza virus pandemic globally caused over 650, 000 deaths in a month. In such a situation, the community needs to prepare for future incidences (Singh, et al, 2018). Disaster response has four stages; planning, preparation, response, and recovery. The healthcare professionals with the help of the government, and world health organizations, are usually at the frontline in cases of biological disasters to curb the spread, save lives, and reduce pain (Ragini, et al, 2018). The government in the respective countries needs to have a standby response team and budget for a disaster to ensure people access their necessities despite the pandemic. The Role Of A Nurse In A Disaster Response

According to Alzahrani, & Kyratsis, (2017), all types of disasters come along with casualties that need immediate medical attention. Biological disasters have more casualties compared to other natural disasters. It poses more risks to the nurses attending to the patients. During a disaster, the nurse delivers first aid services to the patients, gives medication, assessing the state of victims, and monitors the mental health needs (Alzahrani, & Kyratsis, 2017). Often, the nurses facilitate communication and coordination care among the healthcare team, patients, and their families.

Community Scenario

My community is the United States of America in 1918 during the 1st world war. The United States was severely affected by the outbreak of the H1N1 influenza virus in three waves. The influenza virus is the deadliest killer because it registered over 195,000 mortalities within one month. Suddenly, the cities were gripped with fear, Schools, theaters, places of worship, and other public amusement were shattered. At this time, very little information was known about the virus and its transmission (Singh, et al, 2018). The world’s economy reduced by 8% due to the total lockdown that led to the closure of bussinesses and industries such as travel and hospitality. Manufacturing industries had fewer orders due to a decline in purchase power, and shops were closed which caused other people to lose their jobs.

Agencies Available To Lead And Assist In Disaster Response

In the United States of America, the federal government led by the federal emergency management agency responds to the requests when a disaster has been declared (Nowell, et al, 2018). They respond to the states, tribes, territories, and insular areas of the local jurisdiction impacted by the disaster. The FEMA appoints a federal coordinating officer to lead the long-term and short-term response under the national disaster recovery framework. Resources Available In The Community

During a pandemic outbreak, the government utilizes the available resources to sustain its community. These resources are the healthcare professionals and financial resources in the disaster budget (Basu, et al, 2017). Healthcare professionals will help curb the pandemic by diagnosing, treating, and researching about the vaccines and other preventive measures. According to Basu, et al, (2017), the financial resources help in recruiting more healthcare workers in the healthcare sector and provision of basic needs to the affected population

How Might Resources Be Used Most Efficiently?

The resources can be utilized efficiently when they are distributed at the time of need. Financial resources can be utilized effectively in purchasing medicine, creating a bigger hospital capacity, and funding research. Basu, et al, (2017), states that human resources are utilized efficiently when there are well-equipped facilities to save lives and when they are offered the appropriate protective equipment.

Are There Gaps That May Pose A Problem?

The gaps that may pose a problem is financial constrain during the pandemic due to poor disaster budgeting, inadequate human resources, and the stagnating economy (Basu, et al, 2017). In the case scenario 3 about school closure and teachers are absent from school, I would advise the parent to develop a home plan for school work and house chores. Parents should communicate with their teacher through the telephone about the remaining syllabus and help them cover it through virtual or online classes. This will keep the children on a busy schedule that will give their parents time to work. After the virtual classes, the children should be engaged in simple house chores. The parents can also buy their children informative videos to watch while they are at home. This will curb the spread of the virus as well as strengthen the bond between children and parents. The children will also grow into responsible adults.

Case scenario 5 describes the increase in the population of the sick including the healthcare professionals. I would recommend the addition of more healthcare professionals by the government. I would also recommend the use of protective gear such as face masks and gloves when handling patients and minimizing contact with them to avoid infections. Increasing the number of healthcare providers will reduce the working hours and hence the time of contact with the patients. Emergency Nurse Disaster Preparedness During Mass Gatherings Essay

Often, it is through prompt recognition of and reporting of incidents of communicable disease that a disaster can be averted (Turlock, 2016). Surveillance activities often prompt questions such as, What is causing the disease? How is it spreading? And who is at risk (Turlock, 2016)? While it is true that preparedness planning cannot eliminate all traces of threat to a community, planning assures that medical services and treatment are deployed in an effective, efficient, and rapid manner (Turlock, 2016). Public health plays a vital role in coordination of providers, assurance of supplies particularly when the Strategic National Stockpile pharmaceuticals and supplies are required, and mobilization of state and national response systems. Public health officials may also provide health care services when required (Turlock, 2016). Stanhope (2020) noted that evidence-based practice (EBP) has become more important in health care for many reasons: increased expectations of consumers, increased availability of information through the Internet, increased accountability for results, health care economic changes, and growing numbers of lawsuits, among other reasons. EBP is a lifelong problem-solving approach that regularly produces excellent results and often provides the theoretical underpinnings for programs to mitigate problems in the community. Once programs are in place, evaluation of their effectiveness should be conducted to determine whether they are worth the continued expenditure of resources. Use of EBP is vital to assure safe outcomes for populations during disasters, such as massive communicable disease outbreaks, and should be the foundation of disaster-planning strategies. It is the middle of summer, and you have been receiving telephone calls asking about “the flu season” since the vaccine wasn’t accurate in predicting the strains of influenza that affected your community last year, and many people contracted the virus. Business and community leaders are concerned because they don’t want a repeat performance of last year. You have been asked to develop some solutions to community concerns. Select two of the following scenarios and respond to the questions that are posed in each. As you consider the scenarios you have selected, think about the following considerations as you develop your responses. Which agencies are available to lead and assist in the disaster response? What resources are available in your community? How might resources be used most efficiently? Emergency Nurse Disaster Preparedness During Mass Gatherings Essay

Are there any gaps that may pose a problem? Identify potential strengths and weaknesses in the community Scenario 1: Imagine that initial pandemic flu cases have been identified in your jurisdiction. Some people are home sick, and others are staying home fearful that they may become infected with the flu. What advice would you give to local business owners to prepare for this event? Name two actions that business owners can take to keep their businesses open. Scenario 1, Part B. As incidents of influenza continue to rise, local business owners are worried about loss of revenue if several large planned conventions are forced to cancel due to the flu. What advice can you give these business owners? Should all events be cancelled? Scenario 2: Disease rates are rising, and estimates are that as many as 20% of the population are ill with confirmed influenza. Several businesses have closed and services have been suspended. What advice would you give to local law enforcement officials so they can continue to serve the needs of the people? Describe two actions that law enforcement workers can take to remain on the job. How will the gaps in personnel created by those who are ill be covered by those who are still well? What advice will you give? Scenario 3: Disease rates are remaining at 20% of the population, and many schools have closed due to teacher absence. Since parents still have to work if they are not sick with the flu, what advice can you give day care providers? What two ideas can you share with them so they can stay open and able to care for the children of working parents? Should all school sporting events be cancelled? What information should parents be given? Should announcements be given daily? Scenario 4: The numbers of influenza victims has reached 25% of the population. Many of the large grocery stores in your community are short-staffed due to employee sick calls. Shelves are bare since many of the workers are home with the flu, and even if the storeowner could stock the shelves, cashiers are home sick, too. In-store pharmacists are struggling to keep their pharmacies open to serve the public. Consumables like bread and milk are in short supply since many delivery drivers are home sick. What two actions can you recommend to these storeowners so that your community doesn’t suffer? Scenario 5: With 25% of the total population sick with influenza, your hospital is short of staff at a time of very high census. While many of the administrative positions are unaffected by illness, at least 40% of the nurses have called in sick or are at home caring for very sick children. Name two recommendations that you can give your hospital administration to keep their services available for the community. Scenario 6: The community is turning to the Health Department for assistance because reported incidents of influenza have risen from 5% of the population to 10% of the population in a matter of days. What is your first response to this situation? What steps will you take? Where will you start? By Day 3 Post your response to this Discussion. Support your response with references from the professional nursing literature. Notes Initial Post: This should be a 3-paragraph (at least 350 words) response. Be sure to use evidence from the readings and include in-text citations. Utilize essay-level writing practice and skills, including the use of transitional material and organizational frames. Avoid quotes; paraphrase to incorporate evidence into your own writing. A reference list is required. Use the most current evidence (usually ≤ 5 years old). By Day 7 Read two or more of your colleagues’ postings from the Discussion question. Respond to at least two colleagues. Your responses should be substantial and should contribute to the Discussion. Support with evidence, if indicated. Submission and Grading Information Grading Criteria To access your rubric: Week 4 Discussion Rubric Post by Day 3 and Respond by Day 7 To participate in this Discussion: Week 4 Discussion Practicum: Evidence-Based Practice and Evaluation of the Project Through Measureable Goals Overview: Dr. Marcia Stanhope (2020) explained that evidence-based public health practice refers to those decisions made by using the best available evidence, data and information systems and program frameworks; engaging community stakeholders in the decision-making process; evaluating the results; and then disseminating that information to those who can use the information. Practicum Discussion: This week, your assignment will be to incorporate all of the information you have gathered from the community—including the population itself, health data, interviews/conversations with interested community members, and your community assessment, including your Windshield Survey—as well as what you have gathered from scholarly literature to propose measurable interventions. Measurable interventions mean that the results can be measured through some data that could be collected (Stanhope, 2020). This requires thinking in terms of actions and then measuring results. An evaluation of interventions is important to see whether or not they are effective in solving a health care problem. Remember, you will need to use the data you gathered to determine whether or not a problem exists in your community and to then determine whether your interventions might be effective. Please discuss the following points in your Practicum Discussion: Identify one evidence-based behavior change that would promote health in your selected population. Suggest one specific culturally sensitive, evidence-based, measurable intervention to address the health problem for your selected population. Think in terms of measuring outcomes. What outcomes would you expect to see once the intervention(s) are in place? Be specific. By Day 4 Post your response to this Discussion. Support your response with references from the professional nursing literature. Emergency Nurse Disaster Preparedness During Mass Gatherings Essay

By Day 7 Read two or more of your colleagues’ postings from the Discussion question. As a community of practice, help each other refine and clarify the health problem remembering that this project focuses on primary prevention strategies at the community and system level of care. Respond to at least two colleagues. Your responses should be substantial and should contribute ideas, tools, alternate points of view, resources, and information related to identified health problems. For all posts, be sure to use evidence from the readings and include in-text citations. Avoid quotes; paraphrase to incorporate evidence into your own writing. A reference list is required.
