The fundamental differences, strengths, and weaknesses among Uniform Crime Report (URC), National Crime Victimization Survey (NCVS), and the National Incident-Based Reporting System (NIBRS)
The fundamental differences between UCR, NIBRS,and NCVS is that under the UCR, law enforcement authorities countthe number of known crimes for every part one crimes, as well as arrest data for part two and part one crimes, and submit cumulative tally to the FBI every month. Under the NIBRS, there is no aggregation of data, but data for every criminal incident are given to the FBI in a distinct report. Civil disorders resulting from political grievances may include a simple protest or a mass civil rebellion. Civil disorders resulting from social discord or economic disputes may include underprivileged individuals protesting against perceived or real injustices in regard to political influence, community services or law enforcement.
Establishment of a command, control and communication center is a strategy that to preparethe local police/sheriff chief on ways of dealing with possible civil or violent demonstrations.
