The Federal Bureau of Investigation (FBI) is the “lead” law enforcement agency for countering terrorism in the United States. During the Cold War, however, other agencies in the intelligence community (IC) were actively involved in domestic counterterrorism/counterespionage efforts, most notably the CIA.
Post-9/11, the FBI embedded agents with U.S. military forces overseas to allow for the seamless transfer of intelligence gathered by military personnel to be incorporated into domestic investigations and ultimately to ensure their admissibility in U.S. courts.
Following 9/11, the cultural, political, and public safety zeitgeist supported the belief that the United States would experience a sustained period of repetitive and successive terrorist attacks on domestic soil. Since that time, the United States has spent more than $1 trillion on “homeland security.” While several terrorist attacks have been attempted or stopped during the planning phase on U.S. soil since that time, analysis of these attacks shows that they were not part of a singular, coordinated strategy but rather independent efforts (though often citing a common theme and motivation). Furthermore, many of the attacks were stopped by existing local and state police and federal investigative agencies.
